October 2025 Tax Headlines: Global VAT News

Here is our round-up of all the newest tax snippets from October 2025 – featuring news of rate changes, regulatory updates and reclassifications across the world.

  • Bhutan flag

    Bhutan

    A new GST regime will be implemented from 1 January 2026, replacing the current Sales Tax system. The GST standard rate will be 5%.

  • Ecuador flag

    Ecuador

    The VAT rate has been cut to 8% for the hospitality sector during an upcoming national holiday.

  • Ireland flag

    Ireland

    Budget 2026 extends the 9% VAT rate on gas, electricity and electric vehicle charging until 31 December 2030. The 9% rate for food and catering services will return on 1 July 2026 to support hospitality.

  • Latvia flag

    Latvia

    From 1 July 2026, VAT on basic foods such as milk, eggs, meat and bread will be reduced by 12%. The measure is scheduled to run until 30 June 2027.

  • Oman flag

    New VAT guidance issued on 13 October 2025 clarifies handling of intra-GCC imports to avoid double VAT charges, including zero-rated export routes and refund procedures.

  • Poland flag

    Poland

    The 50% VAT deduction limit on road vehicles has been extended until 31 December 2028.

  • Slovakia flag

    Slovakia

    From 1 January 2026, a new higher 23% VAT rate will apply to goods with increased salt and sugar content.

  • Sweden flag

    Sweden

    The government has announced a temporary reduction in VAT on most food products from 12% to 6%, planned from 1 April 2026 until 31 December 2027.

  • Thailand flag

    Thailand

    The 7% VAT rate and the 6.3% reduced rate have been extended until September 2026, replacing the previous plan to revert to a 10% rate.

  • Uzbekistan flag

    Uzbekistan

    A range of agricultural products will be eligible for zero VAT from 1 January 2026, with cotton and grain excluded.
